Your coaches and team managers should be identifying best practice in the top group and spending 70%-80% of their time passing those shills on to the coach group.  In reality, many managers have 80% of their time sucked up into dealing with the non-performing group, dealing with absence, behaviour and non-interest.  This is highly unproductive and makes for a poor result.
